5 October 2026: Spain goes digital-only

From that date, paper transport control documents are no longer accepted for road freight in Spain. Fines start at €401.

What is Spain's DeCA and when does it become mandatory?
The DeCA (electronic administrative control document) is the digital-only version of the control document that must accompany hire-and-reward road freight with origin and destination in Spain. From 5 October 2026, paper is no longer accepted. Read the full DeCA guide →
What happens if I keep using paper after 5 October 2026?
The paper control document stops being valid evidence of the transport and roadside inspections can fine you. Penalties start at €401 and grow with repeat offences. Issuing a digital DeCA costs cents per document.
Does the driver need to install an app?
No. The driver gets a link over WhatsApp, email or SMS, opens it on any phone and carries the document with its full-screen QR code. It can be saved for offline use when there is no coverage.
Is the eCMR mandatory too?
No. The eCMR (the international electronic consignment note) is optional: what becomes mandatory in Spain on 5 October 2026 is the DeCA. From July 2027, EU authorities must accept transport information through the eFTI channel — but it remains voluntary for operators. What is the eCMR →
